The speaker is Ian Spence, Head of the AML CFT Division in the IOM FSA. The Division has overall responsibility for AML CFT in the Authority, supervision of Designated Businesses, and oversight of compliance with the Beneficial Ownership Act. Ian joined the FSA in April 2021 after 39 years with Customs & Excise/Revenue and Customs in the UK, where, after a few years in Customs and in whisky distilleries, he had a long career in tax, compliance, anti avoidance, tax fraud investigations and Anti Money Laundering Supervision. He brings this range of experience, skills and approaches to aid the development, progression and delivery of the Authority's AML CFT responsibilities.
The session will cover:
• Background to Beneficial Ownership expectations, and the Beneficial Ownership Act
• Identifying and evidencing Beneficial Owners, and declaring 'Registerable beneficial owners'
• The importance of IOM TCSPs as nominated Officers
• The new IOM beneficial ownership database
• IOM joint agency project on data quality
• FSA Beneficial Ownership inspections and approach in 2023
